What it was actually like

It was a slots led site wearing a candy fairground. The lobby ran to 25 named studios, with Avatarux, Aviatrix, Betsoft Gaming, BGaming and Big Time Gaming among them, and it sorted them with the tags you would expect plus a few you would not: Bonus Buy, High Volatility and Drops & Wins alongside Andar Bahar, Cribbage and horse racing.

Live tables came from Evolution and Vivo. There was a recurring promotion called Friday Candies Party, which tells you most of what you need to know about the tone of the place.

The company behind it

Sugar Casino was not a standalone operation. Starscream Limited ran it alongside Rant Casino and Allstarz Casino, and the three were treated as one estate by the regulator that eventually looked at them.

In April 2025 the Kansspelautoriteit, the Dutch gambling authority issued Starscream a cease and desist order. A cease and desist order, with penalties of up to €840,000 threatened if it was ignored. It was not acted on. On 16 December 2025 the regulator imposed a fine of €4.2 million, published on 14 January 2026, naming Sugar Casino and both sister brands. What it found:

  • It did not block Dutch IP addresses.
  • It let people register using Dutch contact details.
  • It accepted deposits from Dutch bank accounts and offered Dutch payment methods.
  • It offered the site in Dutch.
  • The regulator also criticised its age verification, its use of autoplay, its withdrawal rules and its inactivity fees.

Read the dates carefully, because the order matters. Sugar Casino was already dark by the middle of October 2025. The ruling is dated two months later. Whatever closed this casino, this fine did not: it landed on a site that had already stopped. Any page telling you the regulator shut Sugar Casino down is reading a timeline backwards.

A casino that is merely quiet still answers its own domain. This one stopped being captured, stopped serving a certificate, and its address was picked up and parked. October 2025 is the last month it demonstrably existed, which is why that is the month this site publishes, and why it does not publish a day.

  • Why it closed. The operator never published a reason.
  • What happened to player balances, or whether withdrawals were honoured.
  • How well it actually paid or supported people. We never held an account there, and we are not going to invent a rating for a casino we cannot test.

The verdict

On paper it was a competent, mid-sized international casino with a real licence, a genuinely wide cashier and a lobby broad enough to keep most players busy. It also disappeared without a word, which is the single most important thing anyone can now say about it.

Questions about this review

Was Sugar Casino legitimate?

It held a real Kahnawake Gaming Commission authorisation, number 00952, issued in July 2023, and published its operator and company number in its own footer. That is more disclosure than many casinos manage. It is not the same as saying it was well regulated: Kahnawake is a lighter regime than a Malta or UK licence.

Did players lose money when it closed?

We do not know, and we will not guess. No operator statement was ever published, and we have found no credible account of what happened to balances. If you are looking for the details a complaint would need, they are in the record above.

Was Sugar Casino the same as SugarHouse or PlaySugarHouse?

No. Those are unrelated American brands that rebranded to Rivers and BetRivers. Sugar Casino was an international site run from Saint Lucia under a Kahnawake licence, with no connection to them.

Was Sugar Casino shut down by a regulator?

No. Its operator, Starscream Limited, was fined 4.2 million euro by the Dutch gambling authority, but that ruling is dated 16 December 2025 and the casino had already been offline since the middle of October. The fine landed on a site that had already stopped. Nobody has published why it actually closed.
